My main is a Claws/Regen, not a single purple in his build, and once I found my rhythm I kept pace with one of the better scrappers on my server in an ITF, whose build IS purpled out.
There are some things regen does not do well. For example, regen does not handle alpha strikes that well without MoG up. Burst damage is bad for regen. You'll find that when your regen does die, it happens quickly. You go from invincible to dead in seconds flat if damage comes in faster than you can react to it.
What regen DOES do well is take sustained damage, meaning steady damage coming in without a break. I tanked the autohit fluffy in an ITF for a solid 10 minutes before it found a hole in my heal cycle and got me. The autohit deals a set amount of damage in a PBAoE that can't be avoided because it will ALWAYS hit. If you get into a rhythm of healing that matches or exceeds the incoming damage, you will not die.
If you take Tough and Weave, and get some decent defense and resistance numbers going your regen rate gets that much more valuable. Recharge is valuable to a regen as well to bring your heals back faster.

No you don't
Not needed. Purples help, but would probably only make a noticeable difference at levels of difficulty that are rare in the game. Having a handful of purple inspirations on hand will do MUCH more for you than having a handful of purple sets in your build.

Except for those odd times that the RNG hates you. Then you're SOL no matter what. (3 Purple Insp, and 2 +1 LTs still hit me fast enough that I was dead within 7 seconds.)

Man, I have a very extensive build for my Regen, Completely custom all the way down to 2 sets in one power if I wanted the bonus. Not one single purp, and sure I could of afforded them but they have a lot of bonuses that I wasnt going for like the 15% acc etc...But I made it with no purps and I'm pretty nasty I wont lie lol...It could be a bit better but thats a given. Without looking at specific bonuses the only time or reason I would put purps in I think would be to get the Rech bonuses, anything else is just like eh...but man those rechs are a regen! amazing. But I also accomplished very very nice times with just useing rares. cheers

Was looking at some of the other post and all I see are Purples and LotG's and I know thats just not something in my future.
The main reason to get purple sets for a /Regen scrapper is the big fat +recharge bonuses, because /Regen in itself benefits from more +recharge. And you would need at least 5 in a set to get that bonus.
You can get by without purple sets on a Regen scrapper, since there are several other ways to increase +recharge. Purple sets do give a big bonus, but only marginally so if your regen scrapper is already spec'ed with a lot of +recharge outside of purple sets.
And yes, the LotG +Recharge IO are very popular because of that, but again, not always necessary to make a great regen.

Nobody needs purples. Not unless you're pvping, I guess, or doing something silly like trying to solo the RWZ mothership raid singlehandedly, attacking them pylons with the fury of scrapperlock.
But I'm sure having hefty permahasten is real sweet for a clicky-intensive set like Regen. Dull Pain up faster, IH up faster, Recon up faster, MoG up faster...good stuff 
i keep meaning to try out a regen again (haven't used that secondary since before IH got turned from toggle to click), but keep being too lazy to bother.
