Unlocking CoV contacts question

I am trying to unlock Hard Case HardLuck and Viv Verandi through the broker, but the broker is being uncooperative. Do I need to complete the rob bank mish to unlock the contacts? Is there any way to get the contacts without running the safeguard and having thousands of Longbow kill me repeatedly?

difficulty five. I can clear the bank job by setting it to one. Will that then unlock the contacts? Is there any other way to unlock them? I find the bank jobs very stupid and boring, I only ever run them if i'm on a team that wants to.

You don't have to complete the Mayhem to get the contact, but you have to try. If you say "No, thanks", you will never get a new contact.

Say "yes", enter the mission, leave the mission, go make a sandwich, and come back in 15 minutes. When the mission fails, you will still get a contact.

If you find yourself mobbed by Longbow in Mayhems, there are two things you can do to help.

1> Watch for ambushes. If you see a word bubble or NPC chatter saying "Halt in the name of Longbow!", or if you get "30 seconds for resisting arrest" when you didn't defeat a full group of PPD, STOP and wait for the ambush.

2> If you fly, STAY AT GROUND LEVEL. If you super jump, run instead, or limit yourself to short bunny hops, no higher than 1 story high. There are a few to several (depending on which map you're on) mid-air triggers that spawn a" Longbow Eagle Death Squad" - a larger than normal ambush of all Longbow Eagles, that gives NO warning that they're coming. An unexpected visit from the LEDS is usually a bad thing.
