also....energize does take recharge in it...so thats also good news!
I'd be a lot more excited about this power if it was tier 1 and I could take it instead of Conserve Energy.

I agree, but what are the values? If its 1/2 health value, then having to take 2 powers for it isnt worth it. If itx 2x value (e.g. fast healing), then it looks like I'm doing (again) serious respec's.
I would expect for a dual passive power, its probably less than health.
FA eats so much endurance, you will still loose out (recovery wise) in the end.
Conserve power, while a nice power, recharge is too high for my personal taste.
50 Tanks: Invul/ss, Fire/ice/fire, Ice/em, Stone/fire
WP/Stone, dark/dark, shld/mace
50 Other: WS, SS/dark/sc brute, BS/Regen/WM scrpr, fire/fire/force blaster, rad/kin corr, mind/rad ctrl, ill/storm cntrl
Physical Perfection is 20% regen/12.5% recovery and it's enhanceable. Think of it as a Numina regen/recovery unique that you can enhance.

what is nice is i found a way to grab it for my elec tank by dropping powersink and slotting up recharges and recov bonus's
between the end in pp and recov bonus's and cp...you shouldnt miss powersink at all. which will be nice for me.
wont work for every tank. but hey...itll work for me at this moment
well incase you wanted to know the new powers...only energy got it and thats below
energy now has physical perfection
by achvieing harmony of your body,mind and spirit you are able to regen your health and endurance slighty faster then normal. this power is always on and uses no endurance
. must be lvl 44 and have f.a. or c.p. first
this is VERY interesting! a fast healing power on any tank...hmmmm pus its a +end as well.
