Fire/Storm Build Help

I have a level 50 fire/storm controller that I need a cheap build for. I was hoping for around 100mil or so. I have seen a few builds posted here but I think I could use a little more help.

I am not the most knowledgeable about controllers so any tips would be greatly appreciated. If anyone has build suggestions or completed builds for Fire/storm that worked for them, they would also be greatly appreciated.

Fire/Storm has many possible power combinations depending on playstyle/team/solo etc. The one "problem" with fire/storm is its use of end. So you want to look at sets that are +recovery and +end heavy. You'll also want your best powers up as close to every spawn as possible so recharge is nice as well, which then makes +rec and +end all the more important.

Some ideas to get you started...

Char: 4 Gaze of basilisk (7.5% recharge, 2% recovery, 1.25 ranged def.

Ring Of Fire: 3 Thunderstrikes (2% recover, 1.25% ranged def)

Fire Cages: Lots of end redux, lots of acc, so maybe frankenslot the 4 Acc/Ends.

Hot Feet: 5 Obliteration + 1 end redux generic. (5% recharge)

Flashfire: 5 stupefy (6.25% recharge, 2.5% recovery)

Cinders: 4 Gaze of basilisk as for char (7.5% recharge, 2% recovery) (4 mil)

Imps: 4 call to arms (2.5% recovery, 6.25% recharge)

Gale: 6 Kinetic crash (7.5% recharge)

Steamy Mist: 2 steadfast protection, 2 impervium armour (2.5% + 1.5% recovery)

Hurricane: 4 Dark Watcher Despair (2.5% recovery, 5% recharge)

Thunderclap: As Flashfire (6.25% recharge, 2.5% recovery)

Tornado: As imps (2.5% recovery, 6.25% recharge)

Lightning Storm: As ring of fire (2% recover, 1.25% ranged def)

Recharge: 58.5% (Still a way off Hasten)
Recovery: 22% (Almost unslotted Stamina - Have one too many 2.5's so you have flexibility)

Being able to cost this in at under 100mil is difficult, but this is one of only two toons I have that benefit massively from IO investment. If you have 100mil, put in some low bids on recipes and salvage. But more than you need. Once they have filled;- craft, slot, then sell the excess. It's slow, but your money will go much further. Some tips:

- Level 50 IO's cost a fortune - both to buy recipes and craft into enhancements or buy off the shelf as enhancements. Look at the difference in benefit between a 50 and a 49 recipe (often only .X%. Then look at the difference in cost. Especially the double or triple aspect IO's as their effectiveness is watered down due to splitting.

- As Mental Maiden said, +Rech and +Rec are vital. Investment in the Numina and Miracle uniques, as well as the LoTG recharges will be well worth your time. If you can only afford one, go for +Rec first, as +Rech will only mean faster power recycling, but no end to use them!

- This build also benefits from relatively cheap purples. Gravitational Anchor (Fire Cages) and Absolute Amazement (Flashfire) are relatively cheap, but a full set of each would probably be your 100mil spent straight away.

- In terms of defence, you have Steamy Mist for +Def, as well as Hurricane for effective +Def (-ToHit on enemies) so building for a Ranged Def build (I have found) is also good.

I levelled up a fire/storm not too long ago, and really enjoyed it but had big endurance consumption issues as I went up the levels. I didn't have a huge supply of inf, but managed to put together a build that alleviated the end issues to an extent, and got me soft-capped to smashing and lethal along the way. This allowed me to play in a couple of different ways depending on team make-up or enemies faced (Cimerorans were especially fun ) - either in a very scrapper-ish style, making use of Hot Feet, Fissure, Seismic Smash and Fire Cages to set up containment, or emphasisng control more, using flashfire and fissure to stack stuns and Hurricane and Freezing Rain for controlling mob position and debuffing.
The build has changed quite a bit since then thanks to lucky drops and plenty of level 50 play time, but I've tried to recreate the build as best I can, hoping you might find something useful in it. Priorities for me when slotting were controlling endurance, and smash/lethal defence, as well as getting good enhancement values in powers as much as possible.

The best way to save money on IOing is to not use the max level for that set. If a set maxes at 40 or 50, getting 35s instead will save you millions. Not to mention being far far more exemplar friendly. The performance loss you take from it is also fairly minimal. Example: lets say you're slotting a defense power that gives 12% defense. With level 50 defense only enhances it's something like 25% defense, while a level 40 is 23.2% and a level 35 is around 20 or 21%. Now the important part is these percentages get applied to the BASE value of the power. So with level 50s you'd get 15.06% defense, with 40s you'd get 14.784% and with 35s you'd get approximately 14.4% defense. So the difference between level 50 IOs and level 35s would be less than 1 percentage point overall, and you would get considerable savings from using the lower enhances.

That's not exactly 100% correct.

Many IOs are more expensive the lower level they are. This is especially true of global uniques and procs. These IOs give identical preformance no matter what level they are and many players will pay a premium to be able to slot this type enhancement at a lower level.

It is true, however, for many enhancement sets. In the 38+ levels there is almost no perceptible performance difference. For a set that caps at level 50 the enhancements made at level 49 will be less expensive and though 49s and 50s take the same salvage the inf cost to craft is much lower on the 49s.

About half the time I'm looking for a proc at any level, people are still inexplicably paying a LOT more for the identical effect at higher levels. Bizarro market.
