Advice on my Ice/Ice build?

I've been struggling to level up an Ice/Ice dominator and I'm trying to plan ahead to a build that will be more fun than it has been so far (currently I'm 31). I haven't found any recent builds on the forum, so I figured I should work one out for myself and see how it measures up to those much wiser in this area than myself.

I made this build with four priorities:
1. Avoid the endurance nightmares I had leveling up;
2. Forget about immobilize powers (I agree with Artillery_MKV: I’m not a fan of immobilizes for Doms, they draw too much agro without stopping attacks);
3. Forget about purple sets, their cost is too far out of my budget; &
4. Since my powers will slow down my enemies' attacks/hits, but not stop them, try to heal faster than they can kill me.

So here's my build. With Arctic Air and Dark Embrace running My Recovery should be sitting on 192% (or 3.21/s vs EndDrain 1.08/s) and My Regen will be 306%. Hopefully that'll keep me active and alive.

Some comments on that build:

  • Arctic Air is endurance hungry. I'd put maximum endurance reduction in the power as you will run with it on more often than not. In fact, you'd get more bang for your buck out of putting a couple more slots of endurance reduction here than most of the places you currently put endurance reduction.
  • You need Hasten. Hasten gives you several multipiers of recharge reduction from what you currently have out of set bonuses. Hasten is near mandatory for Doms. When your survival relies on both stacking single-target Holds and long recharging AoE powers, anything that makes that stuff come back faster is a good thing.
  • You're not getting much out of the extra 2 slots of Basilisk's Gaze in Block of Ice and Glacier. As those are expensive sets, I expect you'll both make a saving and be more effective if you use the last 2 slots for frankenslotting.
  • If you must take Air Superiority, 5 slots of Crushing Impact is better than your current slotting and gives you +5% recharge. Similarly for Ice Slash, you need to add that extra slot.
  • Your Stamina slotting is bad. You'd get as good a performance out of 2 common IOs of EndMod + proc or 3 SOs + proc. The Efficiency Adaptor set isn't doing much for you, and you can use the extra slots elsewhere (hint: AA).
  • Why the extra slot in Jack Frost? I'm assuming the use of Call to Arms is because Expedient Reinforcement is expensive?
  • Your Health slotting is odd too. Slotting for +recovery set bonuses, particularly these tiny ones, doesn't do much for you. You could get away with 1-3 slots of straight Heal enhancments.

  • This was a hard decision, but after reading I could turn it into a damage source I thought it worth the effort. The end cost was why I looked for every +Recovery bonus I could squeeze in, with the periodic end boost from Dominate hopefully keeping me running.

  • I thought the end crash from Hasten on top of AA would be too tough to cover and I couldn't see how to spare many slots for it either.

  • Taking Basilisks to 6 slots gives me two +10% Regenerations which I thought worth the effort. I expect to get hit. I'm hoping my powers will slow down the hits enough that good Regen will keep me alive.

  • The Efficacy Adaptor gives me Regen and a much needed (I think) damage boost. I was under the impression the +End proc was worth it for the last slot, compared to the dimishing returns on another End Mod enhancement. I concede I may need more research on that one.

Don't be fooled by the big numbers on the regen set bonuses. At +86% you don't have anything like "good regen". And without a reasonably large HP total in the first place, +regen isn't going to do much to keep you alive.

Fast Healing for Scrappers for instance (the very least +regen in that set) grants +135% regen when slotted. You need to get into that order of +regen for it to be readily noticeable. For comparison, Spirit Tree and Triage Beacon, both widely considered skippable powers in their sets, each grant 290% +regen slotted.

Some other specific points:

  • You can still use Arctic Air as a damage source. Slot it with Abys-Dam%, ImpSwft-Dam%, Mlais-Dam%(9), 3 x EndReduc IO (or 2 if you slot L50 common IOs). Seriously, if you don't slot this for max endurance reduction, you're going to have endurance issues. And any slotting for +recovery or EndReduc elsewhere is better spent right here.
  • If you're not going to slot endurance reduction into your most endurance hungry powers, of course you're not going to be able to take Hasten. So slot endurance reduction. Besides, the crash won't hurt you as much as using all those faster recharging powers But guess what else is faster recharging ... Domination. And that refills your endurance bar.

I have an Ice dom that I think is very good. If you want I could send you my build. But my personal opinion, anytime you're working on regen or healing on a dom, you're fighting a losing battle. I try to focus on hold durations, slows, confuse (AA), and ice slick to keep my enemies mezzed while I quickly chop them down.

I would love to see your build BigBrotherMidas, there seems to be a distinct lack of examples of what is considered very good. Or maybe its my search skills that a lacking, either way it would be greatly appreciated.

What exactly are you building for, recharge, defense, what exactly?

Ice Slick doesn't need more than 3 slots

You lose about 20% on regen, but you have permadom, for longer controls with more mag, and soft cap defenses with a small purple or powerboost, plus a bit more on the damage boost.

After a frustrating time trying to be a competent Dominator I had come to the conclusion that I couldn't avoid getting hit so I might as well aim for surviving getting hit. Thank you! Your build is extremely helpful. I don't know if I bring myself to let go of both Air Superiority (a long time sentimental favorite) and Soul Mastery (my favorite of the Patron Power pools) but I will definitely be taking on board everything else.

I've got a few levels to go yet before I have to really commit to a patron choice (yes I know I can respec but I don't want to waste any inf on sets I respec out of), maybe I'll get to like the mace after all.

Don't feel bad I remember when I first started playing Dom's I was slotting holds with damage enhancements, don't think IO's were available when I was playing that way, probably would have ignored them. But we all start new and make mistakes, if you can play with it and like it, it shouldn't matter. but the advise you get here is for the best, and will get you to where you want to be.

The thing about Mace Mastery, that a lot of people tend to sleep on is the fact that of all the Patrons, it is probably the best EB killer, the -res from P Ray + the Proc added with your damage and the pets damage, all that with some great defenses. Makes them not such a chore, and with the i15 Dom buff, you can work on things other than recharge, all you need is a comfortable 80 - 90% to get perma (if you want it) and then build for other things like damage, recovery, whatever.

Note that that's more of a problem with Ice than Dominators in general.
Ice Slick and Arctic Air are not hard control like most other sets get.

Like I was saying earlier, my main objective with my dominators is to hold you for as long as possible and kill you as quickly as possible. So this build works quite well for me.
