The level 45-54 or 40-54 (can't remember which it is) Ms Liberty had the same issue, when I tried her in response to the "can't get AVs to spawn at 54" problem.
I was going to do up an AE issues list, but I got distracted by the forum migration and shiny objects. Might be time to revisit that.

Still no A.I. corrections toward buggy draw-power sticky usage. Drawn weapons cause the A.I. to get stuck on using one attack for the longest time, even when others are charged.
Bug: Ms. Liberty Vindicator (1-54) Arch-villain 51-54
She can be damaged as an enemy. She can hit and target me without issue.
However, she is not targetable.
Bugged in game as well.
