BU procs not applying buffs when exemplared

Everything works fine on test I'm happy to say. Probably the new supersidekicking system code shook it loose.

Good to hear about test - I noticed this and commented on the scrapper forums/submitted a bug report back in I11 or so; it's nice that it will finally be dealt with.
The "Chance for Build Up" procs in the Decimation and Gaussian's sets are not applying the To Hit and Damage bonuses if the character is exemplared (even when character level is higher than the enhancement level!).
The chat message will indicate "Your attack strength has increased temporarily." but the damage records and Combat Attributes show no increase to To Hit or Damage.
Outside of Exemplar mode everything was working properly. Damage procs are working (A level 27 Lady Grey Chance for Neg. Energy was working in the "Breakout" flashback, but the Decimation Chance for BU in the same power fired but did not buff).
Tested using a level 33 Blaster [Energy/Devices] with level 27 Decimation BU in Power Bolt and level 34 Gaussian's BU in Targeting Drone. Even when flashbacked to level 29 (higher than the Decimation proc), both procs would fire but no BU effects applied. Non-exemplared: everything worked normally.
Also tested with a level 32 [Kin/Rad] defender with a level 33 Decimation BU and level 27 Lady Grey Chance for Neg. Energy in Neutrino Bolt. Tested at exemplar levels 1 and 25 (with Ouroboros Tutorial) and then level 24 and 29 through Flashback. Lady Grey Proc worked throughout but Decimation BU would fire but not add buffs. Again, when not exemplared everything worked normally.
