Custom NPC Damage Question

I apologize if this has been asked before. On that screen where you choose for a custom villain to use "custom", "standard" etc. there's the two windows. The left one being where you choose specifically what powers that character has. The right one has that slider where you choose how much damage that toon does (ex: "thunder kick hits like a level 25 minion).

My question, what effect does that have and does anyone actually use it? When I've tested (with my lvl 28) at level 25 damage, the minions are "green". I just want to make sure that if a level 50 decides to play my arc, they won't be fighting level 25s.

I hope this makes sense, lol.

That just shows you how much damage they do *when they're at that level*. It's information, not adjustment.

If they conned green, it might be that you set the mission to be "back loaded" or "staggered" which will give you some lower leveled enemies in the front for the first option, and mixed in for the second.
