Do you have the Achilles Heel proc slotted in it? If so, it'll cause aggro whenever it goes off. Otherwise you shouldn't be having a problem.

That is a good point, I do indeed have that proc slotted in it. I must just be very lucky with my proc hits 
I thought I read somewhere that surveilance doesn't cause you any aggro yet if I use it I am immediately attacked.
Am I doing something wrong or misinterpreting something or just plain making things up again?
