It's been having issues for quite some time. As far as I know, it hasn't been fixed yet.
Test is down for Closed Beta testing though. The copy tool will do you no good, as you will be unable to log in with that character, or any other, unless you are in Closed Beta - which you shouldn't tell us if you are - breaking the NDA will get you kicked from Beta.

Hi mates:
I have a little trouble when i tried to transfer a character to Test Server using this https://secure.cityofheroes.com/cgi-..._eu.pl?lang=en page, when i put my Account and Password on the fields and click on submit the page doesn´t charge and a blank page appears.
I tried to do this with 3 differents browsers and same.
Can someone help me please?
