Okay, seriously....
I reckon we should give them credit where credit is due. Quality of Life seems to be all we're getting in these issues. The toggle drop problem isn't game-breaking, and it isn't fully understood what causes it, so it's put on the back burner.
As an example of what we're getting QoL wise, I16 will allow you to take your pets (or maybe just henchmen?) with you across zones and missions.
Necrobond - 50 BS/Inv Scrapper made in I1
Rickar - 50 Bots/FF Mastermind
Anti-Muon - 42 Warshade
Ivory Sicarius - 45 Crab Spider
Aber ja, natrlich Hans nass ist, er steht unter einem Wasserfall.
a) These probably rate as *very* low-priority bugs. Adding to that, the first one is completely non-reproducible. I haven't seen that happen in years. The second one only happens with a couple of missions. Something that doesn't happen every single time is very tough to nail down as to the cause. See the Chat Bug, and how long it took. And that was a more serious/annoying problem.
b) BaBs has said via twitter that they've fixed quite a number of old (Legacy is the word he used) bugs this issue...so these might be among them.
c) If you're complaining about lack of QoL...where have you been? This game is about the best I've ever seen or heard of about giving players what they want, QoL-wise. The number of QoL add-ons in I15 was amazing...and I16 will be no different.
Check out here for other long time bugs, but also the bottom of the page to see how many of them *do* get fixed. And I've been using this page only for the past two months to track such things. There are a lot of QoL bugs that *do* get fixed. Unfortunately, many are not game-breaking or don't affect a lot of people or occur randomly or occasionally... which puts them on the bottom of the to-do list.
And some of them have had attempts to be fixed, but they couldn't reproduce it, or couldn't find it, or couldn't figure out how to fix it, or thought they fixed it and the fix didn't stick. When such things happen, that's developer time that just went out the window. Developer time that could have been used creating new stuff. And so, such things get back-burnered until a new round of bug-fixing time is rescheduled into the Dev workload.

Again, this is my personal opinion, and I'm not directing any disrespect toward the development team. As a whole, I feel they do a fine job, and in I16, they are giving us a lot of stuff we've been asking for for a long time. Just some difference of opinion on prioritization of development time here.
What is up with bugs from years ago *STILL* not being fixed? Specifically, I refer to the toggle drop upon load screen and mission pointer on HUD bugs(do the Seer Marino arc in Mercy if you don't know what I mean). I know programming an MMO isn't as simple as most people claim, but the age of these bugs really makes me question whether Posi & Co are focusing on the right issues at this point in time.
Not gonna make some dramatic threat to bail on CoX, but for me, QoL is gonna be a deciding factor on whether I remain here, or move to/stick to CO for the near future. Ancient bugs going unfixed shows somewhat of a disregard for QoL.
