Have you done the Faultline arcs? if not go there. Have you done Mercadies Sheridon's arcs? If not, she's in the Midnighter club. Otherwise It's skyway/steel canyon for you.
When all else fails, do radio missions, then bank mission given by detective and you will be given a new contact.
And remember to check in with your PB contact every time you level. The Epic ATs all have their own story arcs and as you level up, they will offer you new missions.

Also, talk to all your active contacts. They may point you to new ones.
Your police scanner should be active in Steel Canyon, Skyway City, and Faultline.

Hey everyone, i have a lvl 18 PB and i dont know where to go, if anyone could tell me where the best isle/city to go to is, i would be very happy.
