They are great in solo and team play with the fast activating blasts, the holds from ice blast and the cold debuffs and shields.
I'm not a regular PVP'er but everyone at the PVP forums say Ice Blast is garbage for PVP now since the attacks do damage according to their activation times now, and ice blast has very fast animating attacks.
I main on an Ice/Cold corr.
Still amazing in PvE, solo/teams/SFs
Went from amazing zonal PvP to a waste of time since the i13 changes. I can still have fun on him, but his slows, blasts and debuffs just aren't what they used to be

I wouldn't bother using it for pvp anymore and I'd make sure you have your aoe attacks for pve otherwise ice is a bit lacking there too (imo).
