But I see the rest of the problem now that I'm looking at your build. Both Parry and Disembowel lack any damage slotting. I recommend slotting them purely as attacks, and using a chain of Head Splitter -> Parry -> Disembowel -> Hack -> Parry. I don't know if it'll be enough to take down Chimera, but it should get you through some AVs.

I noticed you mentioned your on a budget and can't afford purples, me neither and thats where I like to play with mids and do some serious shopping at Wentworths for the best deals. If I'm understanding you correctly you've already got slotted the IO's in your build, so you've got some great sets to build on already. I've given up on Obliterations, LoTG's and Kinetic Crashs as they are going for way to much on the market. You can get just about as good mileage out of Multi-Strikes, Serendipities and Mako's for a fraction of the cost.
One other thing I've noticed, you've really gone crazy with the slotting of endurance and healths and even endurance reductions in your attacks aren't needed as a Willpower toon. I've got QR three slotted, but keep Fast Healing, Health and Stamina all two slotted and my blue bar never moves. And I sure wouldn't have wasted the Performance Shifter on this guy, give that to a Shield Defense alt. And Conserve Power is a bit of overkill isn't it? I know your going for ET, so maybe slot up some lazerbeam eyes if you have to. I went with the Leadership pool instead and really like combat jumping, but thats just me and I understand sticking with a concept.
And one last thing, when putting together IO sets in mids, look a little more into getting those defenses up. Parry and good use of purple and orange insp's will get you to the dance, but if you can get a little closer to the defense softcaps (not that easy to do on WP) you'll be unstoppable.
So I finally decided to take my BS/WP to join the AV club... and now I'm getting ready to tear my hair out. I can survive easy (thank you, Parry), it's doing damage that is the problem. I was at Chimera for a good 5 minutes before realizing I wasn't going anywhere. Here is my build, as of now:

Now... I have a Respec, so I can change around powers and slotting if needed. Thematically, I would prefer to keep Energy Torrent, but I understand if it has to go. Remember, I want to solo AVs. Also, I can't afford any purples, sorry =[
Also, I plan on replacing Kinetic Crash in Disembowel with Crushing Impact... this is just my (very close to exact) in-game build.
