Are panicky civilians available on any of the AE maps?

I've looked, but so far no luck.

Not AFAIK, and this is yet another example of how limited AE story-telling tools are. I think panicky citizens should be a concept separate from the map and employable by the author on any map, but we're just not there yet...

Yeah, a Panicky Civilian option that you could apply to any map would be great, but in the mean time, I'd be satisfied with one or two.
