COV downtime at level 37

My one and only villain has reached a gap in story arcs.

I just finished the Johnny Sonata arc and had a blast soloing his soul!
This Mastermind has gone solo since day one and is currently sitting at
level 37. Unfortunately it now looks like I'm stuck doing paper missions for the next 3 levels.

I've been using This guide with great success, planning out which contacts to work for badges and AV's. However, when I finished Johnny's arc I went to look for my next one and.....

My question is;
Is this contact page up to date and if so what would be my best option for the next 3 levels?
Paper missions are fine but do tend to get boring.
Is there something I could be doing at this level I'm not aware of?
My blueside knowledge is great, redside... not so much.

I've debated going back in time to Cim but I've done that to death.
Any suggestions are welcome!

The page you linked to list 4 contacts who do story arcs in each Nerva and St. Martial. You're telling me you've done 8 contacts all the way through only gone from 35-37? Unless you're playing on the lowest difficulty I don't believe it.

If you don't have any current contacts, do paper mission until you get a Mayhem mission. Complete the Mayhem and you'll get a new contact.

If you don't want to do that, you can go to the Rikti War Zone and start that arc.

Do you have any book icons on older contacts? It's possible you aren't getting new story arcs because you already have older ones opened. You can only have 2 open contact arcs opened at a time. Go back and talk to any old contact with a book icon and complete the arc to clear it out.

I don't have any other arcs open atm. Problem is I've run Basse's arc and the only other one that is over level 35 is Hardcase or Jezzebel. When I finished my last mayhem mission I was expecting to get introduced to one of them but wasn't. I ran another set of papers and another Mayhem but still wasn't introduced to anyone.
Thats when I decided to go earn myself the obssessed badge so I could work on Sonata.

I'd planned on doing another mayhem later tonight so maybe she'll relent.
If not I'll be heading to RWZ, thanks to you! I'd forgotten villains had access to that zone!

If you've done the Midnighter's intro Arc (Contact be Hospital in Sharkshead), you can also access Cimerora at this point as well.

Even if you have completed all your established story arcs, since you are 37, you would have Cimerora and Ritki War Zone arcs that you can now do.

Check your contacts list. Do you have any showing in the active window that you should have outleveled? If so, go talk to them. They are waiting to introduce you to someone else.

And don't overlook Nerva. Do a mayhem there and you should get introduced to Technician Naylor (highly recommended), Kelly Uqua, or Magus Mu'Drakhan.

Those are the level 35-40 contacts in Nerva.

I called good ol Psymon and now I'm running Tech Naylor's arc!

Are the Nerva contacts still bugged?

If you did not unlock the 25-30 contacts, you will never get the 30-35 and 35-40 contacts. I have experienced this more than once with my altitis, and have bugged it. If you do the paper missions at 30+ the broker will not introduce you to anyone else.

Also another option is the Ice Mistral SF.
