New Power Pool Suggestion: Rocketry
I like it, though with rockets I would take the last one out, make high-speed flight the final tier, and put in a minor ranged power in tier 1.

Being a long time player (63+ months and counting), it is obvious to me that they way to promote diversity in player powers in the game is not more ATs, but have more Power Pools. Especially considering the fact when a new AT comes out, a player is stuck with rolling a new character to try it out. While with a Power Pool, someone could respect to try out the new powers much more easily. So I submit for your consideration my idea for a new Power Pool: Rocketry.
Tier 1 Power: Jump Jets - A power much like the Jump Packs already available in the game. A toggle with a high base Endurance cost that allows players to jump great heights. Tier 2 Power: Rocket Flight - A high-speed flight power. Again, with a high base Endurance cost to reflect the fact you are burning some type of fuel while flying. In addition, have the turning radius be very wide and slow. And finally, no hover mode. The rocket is on or off. You are either flying forward, or you are falling. Tier 3 Power: Directed Thrust - This would be the Hover power of the set. The reason for it being a higher tier power than the Rocket Flight being it is harder to hover with a rocket than fly with one. Tier 4 Power: Sub-Orbital Flight - The final power of the pool, this would be a power that allows a player to travel to any other zone. No more traveling on the Green or Yellow lines. Just a long animation in which the player rockets into the sky, a selection screen asking to which zone you wish to travel, and finally arriving in the sky above the zone you choose (with no Endurance and plummeting fast, of course ). I like the conceptual idea, but this is both overpowered and largely already possible. You're combining aspects of Super Jump and Flight. What I see:

As I stated in my original post, we need new Power Pools to help promote greater diversity within the game. And these new pools should break with convention. I would want a player to look at Flight and Rocketry pools and think to him/herself "Hmmm... I can get Rocket Flight earlier, but will have to slot it more later. Or I can wait and get Flight at L14 with the other pool, and use slots for other powers."
We need more choices.
Actually the other power pools specifically state they're that way, and the help / info in the game is pretty clear. The only exceptions to the "get a full fledged travel power at 14" are:
Kheldians.
60 month vets.
... And that's it. To my knowledge even VEATs don't get a travel power 'free', the way khelds do. But kheldians also cannot select from the flight or tp pools either. I'd suggest keeping it to the way the others are all designed, if nothing more, than to keep it consistant to "ingame" stuff. I still like most of it.

Looking at it its not really a fully fledged travel power tho if I'm understanding the OP correctly
Tier 2 Power: Rocket Flight is like some kind of turbo boost you can go shooting of in the direction your facing but you have no real ability to turn and if you stop going forward you fall from the Air.
Maybe to balance it up the ability to turn could be completely removed it could maybe also have a automatic amount of vertical climb added to it meaning if you use it for a prolonged distance you could find your self high in the sky.
