Your friend may have the Valkyre cape or the Magic pack cape. These are add-ons to the game which can be purchased for real money at the NC Soft store (from which you apply the serial code to your account).
problem is, when i went to her, she never had a mission for me.

Also make sure you've actually TRAINED to level 20 or higher (ie, don't have banked combat levels), as she won't talk to you if you haven't gotten your security levels up.
