Enhancement Set Bonuses Not Applied

I'm not exactly certain what you're saying. Let me see if I have this right:
The recharge time shown on the enhancement screen correctly reflects the recharge reduction from the enhancements in the power but does NOT reflect the global recharge reduction from the set of Positrons' Blast you have slotted in another power. Is this correct?
If so, not a problem. The enhancement screen only shows the effects of the enhancements in the power. The global bonuses *ARE* being applied correctly but they do not get listed on that screen. I can't verify that every single bonus is working right and that you're not experiencing a unique problem. However, in general, the recharge bonuses work just fine - I've checked with a stopwatch to be sure.
If that's not what you were concerned about, please say so and give us more details.

Also, remember you can only get 5 of a given bonus; Large Recharge Speed Increase, in this case.

Can you confirm that:
1) You are not exemplared or under any affects that restrict enhancements (like an Ouroboros arc).
2) The full set of Positron's Blast enhancements are all slotted in one power.
I know global recharge bonuses work *in general*. I don't recall if I tested on a character that was getting a bonus from Positron's Blast specifically. I think my dark defender has two sets of it.

Verify in your combat attributes that it's listed. Click "powers" on your power tray, then click "Combat Attributes". Expand the "Base" section, then verify what's listed underneath the "Recharge Time Bonus" portion.

I tested it and timed it with a stopwatch BEFORE DOING THE ABOVE MATH so that I would have no preconception of what to expect. I timed it at 71.6 seconds. Clearly I am getting all my global bonuses.
Now, my question: were you taking into account the animation time? If you time it with a stopwatch, you need to start timing when the power executes (AFTER the animation), *NOT* when you click to activate the power. On some powers, this could be a 3 or 4 second discrepancy.
P.S. I would have been pretty hacked off if I wasn't getting all my global recharge bonuses!

After spending quite a bit of infamy on enhancements, I noticed that many of the set attribute bonuses do not get applied as they should. Therefore, I changed many (but not all of) my enhancement sets.
ex: (my setup)
-Flares
-Base 2.18s Recharge
-Value 1.59s Recharge
-Reduction of 37% gaining attribute bonuses from:
1. (30) Entropic Chaos: Damage/Recharge 21.8%
2. (30) Devastation: Accuracy/Damage/Endurance/Recharge 15.2%
2.18 x .63 = 1.59 (respectively)
-Fire Ball (Full Positron's Blast Set)
-Improves the Recharge Time of all your powers by 6.25%
This bonus is not applied... super sad-face... it makes a big difference on skills with a 5m base recharge time or on Rain of Fire having a 49s cooldown instead of a 43s cooldown like it should have from the extra bonus.
PLEASE HELP!!! PLEASE FIX!!!
