Ice tank?
I was just looking at this last night, and I was able to come up with a build that soft-caps S/L and E/NE on my Ice/Axe without the Fighting pool, or CJ for that matter.
How easy it is depends somewhat on your secondary; ST attacks are better for S/L defense, and PBAoE attacks will help you get E/NE defense. But I imagine you can soft-cap with most, if not all, tanker secondaries.

I don't think that Tough and Weave is a necessity for any type of tanker. Without even being picky about what powersets are available in a team for support I can fully expect someones *tank in a seriously good team to do anything and master it. You may have whole teams of players that would tell you different but I seriously doubt they know as much as they think they do. Look at it as a challenge, you may come to know what your doing but find you may not get the staff in terms of support. I'd say having fight pool makes the game easier for team mates who need run in and mash keys with everything or need to shoot fish in a barrel if anything. I have fight pool on a second build because people frustrate me. I'd much rather see basic builds made to be effective through dynamics but by being that way I would probably frustrate people.

Shannon: Not precisely true ... Fire Tankers and WP Tankers would have an extremely hard time doing a lot of full group content without Tough/Weave as the main Tanker. So would Shield Defense for that matter.
I would highly suggest Tough and Weave for any Tanker (including Ice) other than Stone and Invuln planning on full group and/or TF tanking as the main tanker.
*EDIT* Most of the (US) servers don't offer up the population to be able to hand pick cherry teams in my experience.
my ice tank doesnt have tough or weave and i did ok. i was going for more of an offensive build so i have more attacks than most. if you are looking to tank tough missions for large teams you will want them or at least a teammate who can help you compensate

I just respec'd my level 45 into Tough and Weave and I have to say it was well worth it. Weave really helps mitigate the alphas before you hit EA. I'll definitely work it into my other Ice Tanks earlier than I did on this one.
You could probably pull off an IO build that wouldn't require them, but life is much better once you have Weave running. I actually toggle Tough depending on what the team is facing.
