Yes that does work, you can effectively lower the recharge of mind link with Defense and tohit IOs that have a recharge component

Lance Indalen- Brute 50 Em/elec

Mind link doesn't accept recharge enhancements but it does accept Defense Buff and ToHit buff enhancements. If I slot it with Defense/ Recharge and ToHit/ Recharge enhancement, will that also increase it's recharge time? Mid's says yes but wanted to be sure I am remembering this right.
