You won't get enough xp killing other players to make it worth leveling that way.
But if you go RV and have a heavy take out pillbox turrets/NPCs you can do well (especially during double xp weekends).
Inf. farmers used to go there all the time before the devs powered-up the turrets and made the heavies no longer healable. They could just sit and get NPC mobs all day if they wanted.
If I had my way, you'd get Elite Boss level XP for every Rep-valid kill.

I think its something like a 1% chance an IO will drop whenever you kill a player and receive reputation.
Ahh, so its just when you kill a player, not a minion in the zone?
