Not quite
Some costume parts are specific to certain body types - e.g. the dress the OP is interested in is only available for female characters but yes all characters, existing and future will have access to costume parts from the booster pack.

Just reactivated my account after years... and i was thinking to buy the wedding pack, cause i really like that dresses..
But before i pay i want to be sure about this:
Will costume pieces/emotes and various objects be available for every hero/villain i have or i'll make in the future?
Is there any limit, or i'll be able to use new costumes pieces everytime i want?
