Insect Wings are available as an inventable recipe. You can usually find an abundance of them on sale at any Wentworths/Black Market truck, along with the salvage needed to invent them.
Once you invent them, just make a beeline for your nearast Tailor. Just remember that costume pieces are unlocked on a per-character basis as opposed to account-wide.

ummm... the insect wings do flap, but so fast they are just a blur (like an insects wings do... er...), so not really like the angel or demon wings. But i think they're really cool regardless and worth experimenting with.
