Isn't he a bit too "small-time" of a character for anyone to generally care about him? No offense, but...

The asymmetrical costumes are very cool.
Perhaps this is something that could be posted on the creative forums for a design to be done then submitted to the devs?

Either way isn't ghost falcon an original design (wasn't added after launch)? probably why he looks a little outdated But then again it's the golden oldies that remind us of the classics i think his costume reflects that (:
