all arcs should be accessible from either side so as long as you use the RWZ MA site so everyone can be in the same zone it should be possible.

But seeing as you can only co-op from the RWZ, theres not much point in making a co-op arc for below level 35's
You'd still exemp to the arc cap but yes there's less point.
