Not afaik. They only count towards 'heal' powers, including self heals, but not the regeneration rate

Agreed; you'd need to increase total HP (to make each tick bigger) or the regen rate itself (to make ticks happen more often) to increase the amount regened over a given time.
Does for examlpe the bonus to overall healing effect your regeneration rate??
