For the first question, i don't recall any fur shoulders.
for the second question, i would have to ask, playing with drugs? 
The Monstrous Fur chest had 3D fur, but it was changed into the flat Austin Powers Hairy Chest option under Tights that we have today because of clipping issues/Jay hates furries.

[/ QUOTE ]Yes, there was fur shoulders for a while during CoV beta. they where removed do to "unacceptable levels of clipping".
