First question is easy enough and I can answer that. Yes your proc will scale to your level so will do lower damage at lv 20 than at lv 50.

There's another page on effects of exemplaring on enhancements.
If I have a taunt slotted with a psi dam proc on my taunt say it's level 50 and my Ouroboros mish is level 20, does my proc get scaled down in intensity somehow or just not work at all?
Is there a page where I can read about this mysterious issue, please?
