Outlevelling Content @ Low Level & Build Switching
[ QUOTE ]
This is an idea that I've yet to put to the test but it occurs to me that if you are relatively low level, and outlevel an important arc or mission that you want to revisit, would it be possible to switch your build and do the said arc/mission?
[/ QUOTE ]
If the contacts go off your Combat Level, then no, that wouldn't work. If they went off your Security Level, then it's a possibility. A farcical possibilty, though.

Seems to me that this potentially has the ability to make Ouroboros redundant (which would in turn explain why the Ouroboros travel power is a "Temp" power - something that has never been satisfactorarily explained.)
[/ QUOTE ]
Wrong. Even if your theory worked, Ouroboros still has its own arcs, and what if you want to give any past arcs another stab for any reason on that same character?
As for the "Temp" flag, I have a feeling that's a technical thing. Note how the Origin Temps are still Temps, even after they were made permanent.

I get new active contacts when levelling my second build, so this may be possible. I might try it.

With 2 builds, the ability to turn off XP and levelling pacts, you could, if so minded do almost all the content in the game on one toon.
[/ QUOTE ]level pact is alot less fuss then this, so far i think i done almost all contacts with my hero but i might of missed some of them as i don't know all the contacts for heroes

Tried that with a level 50 when I 13 went live. Neither newly added ("o hai thar" notifications) nor existing/known outleveled contacts with empty bars would give me any missions. RWZ and Cim repeatable missions were offered via 'Call' no matter how far I had or had not leveled on second build.
However, I also recall being able to do missions for outleveled contacts by not actually leveling up on a lowbie alt - not too sure on this part, needs more testing.
So it would seem that missions offered are based on highest security level of two builds.
I do not suffer from altitis, I enjoy every character of it.
It's probably not your security level it counts but your total experience.

It's a Temp power because that's how the game allocates powers which are not gained through sets or pools.

It's pretty impossible to outlevel content now anyway, thanks to the 'Stop Gaining Experience' function.

As long as you don't have a memory like mine and forget to switch XP off

The only content I can think of that's outlevellable at all in the game are Safeguard/Mayhem missions, and you have to neglect those if you want to pass them by.
I'm sure I'm missing something, but everything else seems to be available through Ouroboros.

Yeah, that is something I do find annoying. It means having to find teams in the earlier levels to get the badges on Zortel. Also, some of the missions that you can get temp powers from, like the Cryo Armour.

then how come items like the PPD Costume power, the paid Rocket Pack and the Self-destruct are not in that class?

Maybe it's because Inherents are permanently available to the player from the off (i.e. L1s right through to 50 get it immediately and can use it wherever) while the Ouro Portal is a reward for completing a certain ingame condition (getting involved with time travel) which gets locked in a specific zone (Ouroboros itself). Perhaps it was flagged as Temp to allow that.
I really don't think that it's worth fussing about. I mean, they've put enough into Ouroboros to make removing it completely moronic anyway.
