Kismet only goes to level 30. You might need to move the slider to see it.

it's you...
i just looked and its there. in fact its the very first recipe listet from the Kismet set.
try adjusting the level with the slider at the top of the merit vendor menu. Kismet caps at lvl 30, so that is what the slider should be at (or less).

As far as I know, the only set recipes you can't buy with merits are the purples.
