You have to create IO's of level 25 or 30. Rather than when your toon is lvl 25 or 30.

So I managed to clutter up my invention salvage space again. 30 items just doesn't seem to be enough. So! I made my way to the wiki and found that these invention badges (in certain categories) will earn me 2 extra salvage space. Anything for some space!
But what really confuses is me are these levels.
It says: "Each badge earned at the 25 & 30 level grants the ability to carry two more items of salvage."
What are we talking about here? You're not telling me it means I have to create x amount of inventions of that type at level 25 or 30? Or does it mean the level of the inventions itself?
The line that really confuses me is: "For example the Arms Dealer Badge, in the Damage/Knockback category for levels 35 & 40, is obtained by crafting 11 IOs in that category at level 35 and 11 at level 40."
I just really can't imagine I have to actually create a certain amount of inventions at a certain level.
