Recharge Set IOs, Pets and Real Numbers

From a post I made in the US, which you can see here

I think my second post explains what I'm going on about a bit better. Basically I was testing / checking how far one could take the "If you slot a Set IO with Recharge into a pet or Pseudo pet any power they have which is affected by the IO should recharge faster" with things like Lightning Storm and noticed some oddness with Real Numbers and non-set Recharge IOs in pets & pseudo-pets.

Anyone over here know what the story is?

Yes, I know all that, and certainly when I slotted Lightning Storm with End Mod/Recharge & Acc/End Mod/Recharge it seemed to fire off faster (that was what I was trying out : Min/Maxing Lightning Storm by upping the Recharge since it should affect the speed it fires at and how quickly I can summon a second).

I was then wondering what would happen with Phantasm & Acc/Recharge from the Knockback set and again the Real Numbers seemed to say his attacks would recharge faster, I didn't really test that one though but going on what I thought I knew that should speed up all his attacks as well.

But when, out of curiosity, I checked one of my PA attacks I noticed the 3 non-set Recharge IOs slotted were affecting it, or at least Real Number reported they were. The attacks did not seem to be recharging faster.

I then switched toons and tested with Singy, slotting a non-set recharge IO into him, his attacks reported they recharged faster but didn't.

So now I'm wondering what the story actually is, are Real Number bugged, if so how much, and do Set IOs affect Pet and Pseudo pet powers?

My tests seem to indicate that Set ones do and non set ones don't, but Real Numbers thinks they do. It undermines the whole idea of Real Numbers if they are misreporting figures like this.

I don't know the answer to the main question, I don't think the devs do either.

However, I do know that "real numbers" isn't to be trusted...

I really should do something about this signature.

I have tried this with my dark defender's Fluffy.
I slotted several tohit debuff/recharge in it and it seems to fire his powers more often. Recharge IOs have no effect, though.

As far as I can see, set IOs that include a recharge component affect the pet's powers recharge* as well as the summon pet recharge... EXCEPT Pet set IOs.

(*) In fact, only the pet's powers that have a component affected by the set IO that include recharge are affected by said recharge: i.e. in the case of Fluffy, most of its powers have a tohit debuff component so they are affected by a tohitdebuff/recharge set IO. Fluffy's hold has no to-hit debuff component though, and so its recharge is not affected.

Recharge time on pet's powers is quite easy to test, but I imagine other aspects like endurance reduction can be modified with the same tactic, though I have not tested it.
