I think it's time dependant as well... But the PlayNC site doesn't show the time. If you're worried though, log in to a character and send a /petition about it.

For me it doesn't come until after 8pm or so.
Yeah, mine only are awarded after 18:30.

I believe that the time is tracked in full days, so if your account was created late in the day you won't receive the reward until late in the day. If you created very early in the day then you'll get it early.
In cases like this, please wait until the day after indicated in your PlayNC account pages before petitioning.
I checked my account status at plaync.com to see when my next vet award is due. On the page it says that my 15 month vet award is due on the 7th Nov 08. Well, today is the 7th so I log in expecting to see 'Badge Earned' flash across my screen. Nothing. I try a few more toons out, still nothing.
Whats up with that? I want my wings.
