The aoe is for the taunt effect only (Gauntlet). The fear is single target, same as the original scrapper version.
On the whole, this power is rather less useful for a tanker than a scrapper. I would skip it.
I really should do something about this signature.
It has a 10.5% ToHit Debuff which some builds may find useful.

Slotted I think it is nearly 20% ToHit Debuff and it's very helpful for any set with better synergy on defense reliant sets, such as Inv or Ice
Missed the to hit debuff. That is certainly worth having and enhancing. I would stuff the fear though!

Quite easy to stuff both, as it has 90% base acc you don't need to use much acc on your slotting, either Dampened Spirits, Dark Watcher's Despair, Glimpse of the Abyss and Nightmare sets fit there and all are quite cheap, plus you can also use Lysosome and Endoplasm Exposure HOs, which aren't expensive HOs to buy either, combined among them or with the sets.
Nice power to have with easy and cheap slotting and if on a DM/DA (or DA/DM ofc) stacks nicely with Cloak of Fear.
According to the "Show Detailed Info", this is supposed to be AoE with a small range (8.2ft, 5 max targets) but I've completely failed to hit anything other than the targetted mob with it no matter how tightly knit the mobs are. Granted I've not slotted it up yet but even against greys it only seems to hit one mob.
Is this right? It's on a Inv/Dark build and Inv/anything is a tight build so for a single target fear it's just not worth it but I'm feeling like I'm missing what should be a defining power in the /Dark set.
