Brick Johnson in Port Oaks should give you missions at lvl 10 which lead up to getting a new cossie.
There's a guy in port oakes (his name escapes me at the moment) who gives you the mission to get your costume. If I remember correctly he is standing near the area where you level up.

How can you be dissapointed with a costume slot??
I think Scarlet means that you will be disappointed that you can only have 1 VEAT costume...

Hey I just recently got my VEAT to lvl 10 and whilst looking on Paragon wiki it says...

However I've been to all contacts I can think off and most them either require me to come back at either level 20 or 30 so either Paragon Wiki is lying or I'm just stuffed until I reach lvl 20?
