Missing graphics from the User Interface.
Listing your PC spec would help a great deal in identifying any other issues which may be causing these problems. if your laptop has an 'onboard' graphics chip, and Is uspect it does by your intel mention, then these really aren't designed for gaming and you might have a hard time running the game at all!
Try running the game in safe mode (when it checked for patches, you click next then there's a tick box for 'safe mode'. Try that.

I've tried compatiblecursors 1 and renderthread 1, and both at the same time. the cursors helps with the heroes side but I'm still getting a black square on the villains side.
I can play a lot of games perfect at 30+fps. Team fortress 2, Counter strike source, WoW, Audiosurf, hell even Portal.
As for laptop specs. Yeah i'm using an intergrated intel celeron 965 graphics card. Core 2 duo processor T7300.
It SHOULD be able to handle this with no problems at all, but I can only suspect that this is vista's handy work.
This bug is really starting to annoying me because it means that I can't fully customize my characters and it takes about 5 minutes just to find the damn slider. =/
this bug is made by Vista, on my computer I used a vista inspirat skin , and the graphics option used by it are too bigest for city of heroes. since i'm return to windows XP interface CoH is okay.

The other games you've got in your list there I think are DirectX based... City of Heroes is an OpenGL game. If you've already got your drivers up to date, it might just be that OpenGL support for your card is not up to scratch?

Are you running a windoze theme replacement? WinBlinds etc have known issues with CoX
When I play on the heroes side it isn't so bad, I can see most things except my health/endurance/exp bar, the edges of the boarders on the in game windows and sometimes the mouse cursor turns into a black square.
when I play on the villains side however (Which I really enjoy) I see hardly any of that. My mouse cursor is always black and I can even see the in game windows, just the text.
It's quite annoying trying to look at my map and find a specific location and not being able to do so because of this glitch. I'm using a laptop with an Intel graphics card, my graphics card drivers are up to date but whenever I start city of heroes, it says it isn't. (I've deleted and re-installed it from the intel website)
I'd like to know if there is anyway to fix this other than "Get a new laptop/pc/graphics card"
Oh and if it helps, I'm also using Vista...... (Damn Vista...)
