Regenerative Tissue +regen in passive heal powers?

Hey guys, I would like to know if a Regenerative Tissue +regen works in fitness pool's health or in passive regen powers (such as Fast healing) or not (+regen gives +25% regen for 120 seconds as the description says).

I have a Claws/WP scrapper who found one and I am not sure if she can use it or it is better if I sell (not a cheap one). Or maybe I should take the healing pool?

Also, with all the secondary powers and proper slotting, wouldn't be this enhancement an overkill (can I reach the regen cap without it cheaper?).
