In doing a build I think one power would be missing before the epics and then 2 powers maybe have to be chosen. I take it the keeping of slots would be to be able to change build without a respec.

for psi blasts slot 3x devi 2x thunder and maybe 1dmg/range HO
3devi will give nice HP boost, 2x thunder extra recov.
