Build for PVP begginer
I got little experience with Energy primary so will avoid comment on that.However some other observations.
SS needs to be taken a lot earlier.At 14 at least.You NEED combat jumping,Super Jump and acrobatics for PvP on a blaster.Dont step in a PvP zone without those its game over pretty much from start.Swift is unecessary drop it fro something more useful in my opinion.Slot a bit more superspeed could go for a +hp set with 3 slots and get some -end drain as well.From my experience i go with at least 2-3 slots in hurdle.For all my toons.
Sniper Blast.Totally useless in PvP zones.Really long animation and easily interrupted is a very situational power.
Power Thrust.--> I LOVE this power.6 slotted it and it rocks in PvP zones atm especially against ninjitsu stalkers and people with low kb protection.
Hibernate + Phaseshift is useless now. The 60 second supression since i12 made the use of these 2 together non efficient.I would drop phase to be honest cause it would make room for 2 powers.
Boost range : Get this.Its a big must for blasting.
Thats all i can contribute and is only my personal experience from within PvP zones.

What kind of PvP you planning to do? Because for RV I would say Aid Self and Force Mastery is the most effective combo - not many villains can get through Power Boosted PFF especially with the nerfing of the Force of Nature accolade and then you can aid self safely. Double phase is only useful now against extreme slowers such as Colds and Ice/Rad trollers, and they probably wont be your primary concern.
Like TG said the snipe isnt really worth it and neither is Total Focus because in PvP activation time is everything you are much better cycling energy punch and bonesmasher which do more damage in just over half the time.
Given the acrobatics change Energy Blast now has an extremely useful tool in Power Push when slotted with 6 kinetic crashes you get 7.5% bonus to recharge and a ranged mag 37 knockback power - acrobatics is now just 9 points of protection. Knocking them back will allow you to go into melee easily.

This is my regular blapper now, and yes, I'll play mainly RV as he is my badgehunting toon... Any change's suggested? (besides slotting Hurdle and getting health instead of Swift... I'll plann accordingly) Ah! Since he is mainly a melee fighter, does it make sense to get boost range? No Nova and no Total Focus... sounds strange to me, but you are right... a Stalker will cut me in two while i'm jumping...Ah! and since i'll start pvping once i get 50, it does not matter if i get SS at 50, does it?
BTW Phil, i hope you and Rooks want to repeat the mythical State's TF we performed last year...I hope to see rock owning Recluse again!!! I'll prepare it once Power Glove get's 49... And I also hope to see you in PvP zones soon!
Yeah get Boost Range, it's one of the reasons /Energy is so good. Even if you're rockin' in Melee mostly, if someone's running on like 5HP you don't want to be caught out of a kill because you can't close the gap quick enough to fire something off.

Personally I'd keep Nova, still. If you can fit it in without messing up any other powers. It's great to use if you find yourself PvE'ing and hilarious against Masterminds that aren't paying attention. Conserve>Aim>BU>Nova>Pop a CAB etc...

The regular epic pool I have is Force Mastery, but having intangiblity and Focused Accuracy make Force mastery less efective, does not it?
