Site and tool in portugese, but scroll down to the very bottom and click the button there, will take you to the tool. Then it's pretty easy to figure out how it works.
I've used that before 
But I usually end up just using the lesser details then adding the main bits myself, since it doesn't allow a huge range of costume pieces unlike CoH itself.

Oh yes... tried to make Sapphic Neko with that tool, but came up kinda lacking the major aspects of her, like the tail, ears and wings
