If u are lvling ur toon, then yeah, becoz if not, u will have a harder travel to granite.
Even when u are in ur 40s, I still usually dont go to granite if:
a) U are soloing.
b) U are not in troubles.
c) U are regening faster than the incoming dmg(yeah, regen is what stones do best outsides of granite).
Consider the downsides effects of granite armor, they are hards if you are alone.
If not, If u gonna use ur brute always in big teams, and u never gonna play ur toon alone, then stay always on granite, but that isnt my toon.

In pvp you're almost right. You'll need minerals against psy and hidden ennemies, however.
In pve, you're wrong. Granite armor is useful only against big opponents (AVs, elites, very large teams of mobs), so you'll need the other armors to get the best damages.
