Regarding your power choice questions, yes go total focus instead of blazing bolt, you'll use TF a lot more often than BB, really.
And you shouldn't worry about lack of conserve, the health is something to worry about, instead of cabs, bring greens :P
(I know this because I've got a similiar build and I've tested it out already)
get energy punch instead of Blazing bolt and uve over slotted stamian take out the 3 extra slot give 2 to aim so u can put ot hit sets for 5% more rech and acc etc
Out of interest, what's the activation time you can squeeze out of Blazing Bolt? How small will the interrupt be on that?
I love Total Focus, but man it is a long animation time, which I guess is kind of the right pay off for that damage and stun. But using it at the wrong time is what gets me killed a lot.
I'm under the impression that ranged, with Boost Range etc, shines much better than blapping at higher PvP? That bolt could be really tempting if you can really get it firing off close enough to a blast.
Or is it the case that in duelling you'll be in melee range so much more anyway?
Activation time never changes, only interrupt. It will always take around 5 seconds to activate. With a single interrupt IO the interruptable portion of this becomes less than 2 seconds, but the power still takes 5 secs to use. And as TF takes 3 seconds to use and does slightly more damage, it is more viable, however I agree with Psydock in that Energy Punch is probably more useful, with a one-two type thing going on in conjunction with Bone Smasher.

In my opinion use either Bonesmasher OR total focus, with an IO build blaze recharges so fast, i have only Bonesmaher and i find i can do ALOT more damage with blaze and a bonesmasher than just a total focus, and by the time my bonesmasher has finished blaze is recharged again, take out total focus for Inferno imo

Ok build is a Noober/Phaser with the idea being that instead of aidself it will have enough rescouces to go intangible when in trouble.
To achieve this I need high recharge, and im assuming since no aidself as much +regen as possible.
So those 2 where my mine aims when using IOs (+rech +regen) the other thing I aimed for when these 2 wernt avail was +dam.

Theres a couple of things im still not 100 percent sure about they are.
1. Lack of conserve. Reckon ill miss it? I mean what with hibernOObs fast recharge and the fact i wont need to bring so many BFs so can bring more cabs due to the ability to intang quite a bit of match. will i MISS IT?
2. Total focus, you see on most /energy build i would of deffo tried to fit it in. This time however I cant really fit it in. Id love the damage and the stun potential yet the animation time can be a killer, also i wouldnt know what to drop to achieve it. Maybe the snipe? tho the way thats slotted its almost a normal blast. what you think?
