I know that it is possible to get AM and Hasten down to roundabout 10 seconds downtime with a somewhat reasonable IO spec. Depending on your secondary set and on the sacrifices you are willing to make I guess it would be possible to get it perma, but I don't know if it's worth the hassle for those few seconds of downtime.
Basically you want to have Hasten, some powers that can slot defense enhancements for Luck of the Gambler's recharge IO and some powers to slot sets with global recharge bonuses, like AoE blasts with Positron's Blast.
If it has eyes, you can blind it, if it has blood, you can make it bleed, if it has a mouth, you can make it scream.

Is it possibel and, if yes, desierabel to get Recharge reduction enough from IOs to have perme AM and, i assume, Hasten on a Rad defender. If anyone have done it? is it worth it? And what was the route to take to get there?
