The only practical way is to use the arena channel to ask for matches. Only organised arena fighting is test server monday nights afaik.
No real best times I've got lots of fights all through the day sometimes and nothing others, but generally evening is best when it is at its busiest.
Most arena is at lvl 50 but most pvpers are just happy to pvp so probably fight anything 30+ depending on toons involved.
Just out of interest which server do you play on and what toons?

At the moment i'm mostly on Union. My highest level is a defender, InfinitePulse, I don't play with him that often, but I think he's about level 16/17. Bier is my next highest at level 9, he's a healer psychic controller. Most used at the moment is a blaster, but he's not much of a good character yet...

Dont worry. just carry on with your interest in PvP. you might not find much PvP around your level other than in PvP zone but once you reach a higher level you will find more places to PvP. I run a weekly PvP Night for level 50's on the test server. Come along and watch if you like and can see how fun PvP Arena can be. One day you will be able to join in.

But aye, always nice to have people interested in PvP, tis a good laugh and especially nice if you have someone to teach you the ropes; I would do so but I'm on Defiant. I assume you're a Mind/Empath Controller which would be nice in team PvP, I think Omega MCX is Mind/Emp so maybe he can give you a few pointers. Hope to see you in the arena pwning people a few months from now.
