Got to 40 with a freespec and plenty of IOs, here's the story so far. In no particular order:

ELECTRICAL BLAST:
Charged Bolts (4xDevastation)
Lightning Bolt (4xDevastation)
Zapp (4xManticore, 1L40 Aim, 1 L40Dam)
Ball Lightning (5xPositron)
Voltaic Sentinel (2 Acc 1 Dam)
Aim (3 Recharge)
Thunderous Blast (1xAim, 5xPositron)

ENERGY MANIPULATION:
Powerthrust (1 Aim)
Build Up (3 Recharge)
Bone Smasher (5x Crushing Impact)
Conserve Power (3 Recharge)
Power Boost (1 Recharge)

POOL POWERS:
Swift (1 Fly)
Health (1 Health)
Stamina (3 EndMod)
Air Superiority (2 Aim, for the guaranteed knockdown)
Fly (1 Fly, I just like it)
Hasten (3 Recharge)
Combat Jump (3 Serendipity, +6 Acc Kismet)

What should I tweak and what Epic suits best out of Energy, Elec, or Munitions?

This isn't a bad build DW, not entirely what I would take but pretty decent nonetheless. Personally I feel you could make alot of use out of Short Circuit. Power boost + Short Circuit = bye bye enemy's endurance. The DoT is also quite nice on it, so you could go 2 Acc/3 end mod/1 rech. Also, thunderous blast has a ridiculously high accuracy rate on it unslotted so I would just take 3 dmg/3 rech lvl 40 IO's, maybe replace a recharge with an end mod or range, although end mods may only work well on bosses which won't go down from the nuke. No point draining end when they're faceplanted! Again on Zapp, 90% unslotted base accuracy rate, so maybe just 3 damage 1 recharge. Or if you want the Manticore sets, the extra accuracy never hurts, also just looked at the chance for toxic damage set bonus in Mid's hero builder, that looks like a very nice extra thing to add on

As for Epics, I would personally take Force Mastery. Personal Force field is an excellent panic button for when you have to get out of a tight spot and slap on aid self or a few health/end insps. It may be worth thinking about fitting aid self somewhere in your build if you want to spend some time close range, or you can always make sure you have some respites handy in your tray, either one works. On my En/En guide in my sig I've went into Force Mastery in quite some detail if you wish to take a look at the powers that set offers.

Hope it helps!

Dream we talking PvE i guess here?

EDIT: I would avoid slotting any of the procs unless there is no other choice, in really short words they are rubbish and make your numbers drop significantly. Unless its a bonus you are really after and there is no recipe available

Oddly enough, the Devastation HoldProcs seem to work pretty well for me. More holds = better. I don't bother with the DamProcs, though, since there are far more reliable and cheaper ways of boosting your DAM.

And yes, it's a PVE build.

Righto, I would go for the Force Mastery pool. 3recharge in FoN and maybe 3dmg resistance if you want,PFF in there as well and the shield. Also 1 more slot in Aim wouldnt be bad imho.
