Control and Power Issues!
I'm afraid you won't be able to run it with just the start up kit, ie: the Combo unit.
I've done a bit of math for you, I hope I've been able to bring it in a clear enough fashion.
First the basics, power and control generation and consumption per item:

Combo unit: Power +125; Control +75
Telepad: Power -50; Control -25
Beacon: Power 0; Control -5
Basic Workbench: Power -20; Control -10
Storage: no consumption
Exception: Invention Salvage Vault: Power -10; Control -10

Now that that's out of the way, let's see what you need.
Going for the 4 telepads with the 8 beacons for them, because let's face it... that's what you want eventually, right?
4 telepads: Power -200; Control -100
6 beacons: Control -40
Workbench: Power -20; Control -10
Total consumption: Power -120; Control -150

To meet these needs, you'll need to seriously invest and upgrade.
Energy Terminal (room 2x2): 150,000
Control Room (room 2x2): 100,000 (or room 1x4: 150,000)
Power generator: 225,000 (supplies 1,000 power)
Control Generator: 150,000 (supplies 50 Control, consumes 50 Power)
Large Control Aux: 106,000 (supplies 50 Control, consumes 100 Power) x2
Sum to upgrade: 837,000 Prestige
This not including the teleport capacity, nor the refunding from the oversight and Combo unit (75,000)
This will give you a total of:
Power: 750 (1,000-250)
Control: 150
This is also not including the 15,000 per Teleport Pad and 10,000 per beacon...
So, if I add that up...
+837,000
-75,000
+150,000 (extra teleport chamber
+60,000 (4 telepads)
+80,000 (8 beacons)
1,052,000 would be the amount of Prestige you would have to spend over time to invest in the base you already have.

If you have nothing useful to say, you have two choices: Say something useless or stay quiet.
Just make sure to plan out where everything is going to go before you start building, as depending on the layout it can get packed pretty quickly.
The BEST possible layout, maximising the space you can use, would be 3 rooms across, 3 rooms down, all 2x2 in size for a total of 9 rooms. None of the rooms will be particularly sizeable, but if you're careful with arranging the items inside you'll have everything you need for the base.
For power, you need only buy a SINGLE generator. Seriously, those things are beefy and will supply a whopping 1000 units of power to your base -- 8 TIMES the amount you get from the standard combi unit. Control, however, gets a bit troublesome so be prepared to spend quite a bit extra.
My control room looks like a lovely library now (albeit with pretty glowy runes all over the place) just to supply enough control for my teleports. But all of this will benefit the supergroup when we finally obtain enough prestige to upgrade the plot and expand.

You will need a standard power unit, a mainframe and a few databases, which will take some time to get. But you can build up to it with the standard power unit (which has loads of power, so once you get one you don't need to worry about power for ages), a mainframe (which is pretty weak) and juggling with a few of the less powerful add-on control units as you go (you can sell them and you get the prestige back, so you don't lose anything by gradually upgrading). It took my startup SG (which eventually built up to about 40 odd people, only around 10 or so of whom are actually active a lot) about 3 months to built up to a medbay, 6 teleporters (in 3 square teleport rooms), 2 workshops (with lots of storage for insps and enhs and salvage, plus 2 empowerment stations, all based on the standard power (plus a bit) and a supercomputer, all on the starting plot (and starting the way you've done), 9 rooms in all. So it's definitely doable if you keep plugging away. I reckon it would probably take about twice that time if you were just playing your alts and didn't invite anybody else to the SG.
