I'm a MA/Regen, but I'm not really an expert on the powers, so I can't say if your build is good or not - but the IO sets seem to be a good choice

Looks decent enough for zonal pvp personally I would include SJ as movement is so important for a pvp scrapper but fear should help a little. I would but a LOTG +recharge in MoG if you arent gonna slot it 3 defence as it would be pretty useless. Finally maybe instead of dam/end slot a Mako's Bite Acc/Dam/Rec to maximise your slotting.

The MoG part, I could free up 2 slots to put in it to get the 3x defence (or alternatively, lotg +rech, lotg, def and a regular def IO) to cap the defence AND get the +recharge.
For the SJ part, if I want in hasten, fear, fitness and tactics there really isnt space for SJ... Except for switching it with SS :/

Generally PvP regens go speed, fitness, sj then another pool (tactics, or presence generally but tough can be nice too) but with +recovery IOs from numina and miracle you dont need stamina If you can get hold of them you can go speed, leaping, fear and tactics, with sprint slotted for unsuppressed movement. They are very expensive but can free up 3 powers and a pool which is nice. On my IOed regen I was beating on a DE giant monster not dying and not running out of end despite being staminaless so it really does work if you have the inf

I could get the inf. Just farming for a week or two Katie Hannon and lvl 50 mishes with arcane mobs in them...
The 3 power slots would be nice, of course. It'd also free up 6 slots (of which 2 would go to sprint for the movement [or more?]).
So basically, I could with those 4 slots left get MoG slotted as it should be, 1 more tohit in tactics... And maybe something else too...
I'd still rather avoid the most expensive IOs which these +recovery ones are!

mmm it looks like quite a nice build, my only suggestion to look into would be maybe slotting doctored wounds in recon aswell as dp,
I find in pvp +recharge helps regen alot, more so than +recovery etc that miracle gives.
Apart from that the only other thing i wouldve mentioned is 6slotting crushing impact, but thats been mentioned by the philosopher.

Heh, might go for that. I mostly put up the numina / miracle combo there to get more +regen and +max hp from set bonuses.
The more +hp I have the better the +regen set bonuses will be.
The +recharge might be nice... But should I sacrifice 1.88% max hp / 6% heal / 12% regen to get 5% recharge?

I'm pretty sure the 6% heal doesnt effect regen but I think you already have 5 x 5% recharge bonus so the bonus' are better than nothing If you can 2 slot sprint that would be good 1-2 end reductions with 1-2 running, though a couple of micro HOs (end/travel speed) is nice if you can afford them
