I picked the Power Epics for Mystie in my last respec and really liked them. Especially if you are going for more of an attacking defender.
Total focus when used with Build Up is great. In fact the build up power is fantastic. Makes you feel like a blaster! (I'll let you decide if that's a good or bad thing, lol) Also on top of Total Focus' huge damage (more powerful [to a single target] than the Elec's nuke!), it has a nice secondary chance of stunning the baddie.
Temp Inv is ok. Takes the edge off of any big hits you may suffer from in the heat of a battle.
...I haven't tried the Elec Epics, but Power Sink looks very good for PvE, rather than PvP??
((Just for the record - Mystie now has Psy Epics again with the i9 respec... It fits well into he Empath/Psy build. Gives her 2 holds [Dominate and Telekinesis], with Telekinesis workin very well in PvP... and added Psy protection with Mind over Body.))
All in all, I'd go for the Power Mastery if you play more like a blaster and want more damage options.

Whilst someone is going thru their attack chain short circuit and powersink shows up very nicely as peoples end is gone sooner than expected. Storm is not end friendly imo and putting endurance back is nice especially if ya have a high amount of storm effects that you like to do at one time.

gunna go with power to start with becuase i can get build up from the off and try it out, rather than wait for powersink which seem to be the best 2 powers in the sets imo.
I sort of play (if team allows 
) as a offender so power build up will help me loads, as for having end difficultys i only get those when running all my stormie toggles (i keep steamy mist on, use snow storm on bosses and only use hurricane when needed) this could be offset a bit by conserve power.
Are the shields worth getting??
You being a defender I'd recommend power mastery more, as you could still use power build up+short circuit to drain nearly same amount as with short circuit+power sink. Plus power build up is extremely useful for a defender, doubling all secondary effects like def,tohit buffs, heals etc.
Resistance shields are worth getting, definately.
Both Elec and Power epic shields offer about 45-50% resistance to S/L damage when 3-slotted. The elec one is a slightly better choice since it also grants large energy resistance (on par with Steamy Mist).
Realistically if you combine either epic shield with Steamy Mist you'll be a lot more survivable.
Providing, of course, that you can keep your toggles up... 
PBU + Short Circuit is much more effective than Short Circuit + Power Sink for PvP. But nothing short of a Pocket Kinetic will keep you topped up like Power Sink in PvE. Conserve Power's recharge time is twice as long.
Power Sink would be good in PvP if the End Drain hit check happened as soon as you activate it instead of at the end of the animation, as it is your target can easily step out of range when they see you activate it.

It actually drains MORE since Power Sink's drain is considerably less than Short Circuits.
It can certainly drain a mob completely in a much shorter time frame. The downside is that you have to wait twice as long for Power Build Up to recharge than for Power Sink, so it's only better "spike" end drain.

Not so much for stormies though, since the effects only last on toggles for the duration of the boost (12 secs ish IIRC). However it's fantastic for bubblers since you can easily have Perma-Power-Boosted +Def Bubbles up. With the elec secondary I could certainly see use for it combined with Short Circuit! 
Now that I've tried both, I'm still in two minds about whether to keep my Sonic/Elec Defender as /Power or /Elec epic. I'll probably end up going back to Power Sink since it's so damn useful in PvE...

Ahh now the problems begin!! goin with power but only have space for 3 of em..if im now going to get the in vogue vengance.
so its a choice between conserve power and total focus??
Personally im heading towards conserve power, do i really need a hard hitting ST attack on my defender?

True. Short Circuit gets a +40% accuracy boost though.
And /Elec gets Aim, and with PBU you know what Aim can do....
And you have to hit with Short Circuit ALONG with Power Sink in the first example anyway....

You're a Stormy. You have Repel, -Tohit, Lightning and Hurricane.
It'd totally mess with Hurricane and all that Knockback.

(This is also a reason against taking Power Sink actually, the radius is a fair bit smaller than Short Circuit.
Not to mention that Power Boost + Vengence = absolutely insane levels of short-term uberness... )

My storm/elec is about to get her epic powers, what would ppl recommend i was thinking of either
Elec for the extra blast , sheild and the extra end sucking power sink which when coupled with short circuit will leave everyone end less.
Or power build up (used with short circuit and lightning cloud or aim and TB), temp inv and total focus (which i know nothing about)
So what are ppls thoughts ive got no respecs left and cant get another until 44 so i dont want to make yet another mistake???
