Thugs and Leadership
If I had a tight build, I would not take Tactics - the Enforcers buff that enough as it is. My henchmen can hit +3 bosses without any signs of missed shots, so it seems they can buff themselves quite nicely. If you want figures to do the math, I can go get some. Also, is EVIL really the best villains SG? How can you be so sure?
On the other hand, I found Leadership to be more useful than the Thugs attacks, so unless you're a blastermind, you should be able to fit Tactics in (I'm Thugs/Dark and took all the secondary powers except Black Hole as well as Stamina and Hasten). It's not a must, but stacking Assault/Tactics on my henches is nice (especially when you team with another Thugster who has them) and I do use Vengeance quite often when I'm not soloing .

Actually, while we're here, I'd like to ask about Manoeuvers (sp?). I'm planning on taking Assault and Tactics on my Thugs/Dark but I've always been a bit hesitant about Manoeuvers. Whereas Assault and Tactics give a reasonable buff, Manoeuvers seems to give such a small bonus to defence. Is it a case of every little bit helps or can I leave it out of my build? Thanks.

Every little helps in my opinion. Then again, I team with the Gang, who stack all sorts of leaderships, as you know, so the overall Maneuvers buffs adds up very nicely indeed. You're /Dark so it'd go well with your Shadow Fall as well, including any other powers of +def you might have.
Edit: But thats Assault and Maneuvers. Tactics however buffs accuracy and perception and thus, is less needed, unless you want an accuracy boost on your debuffing and blasting powers, or plan on PvP'ing alot.

48 and a bit. And no, haven't done the RSF yet (I do have around 10 SHOes in my build though thanks to the Black Market ).
About Maneuvers, as Pistol says, if you can consistently team with other Thugs or other players running Maneuvers, then it's excellent. For soloing, I still prefer Assault. I'd say it really depends on what you'd have to leave out to take it. Here's Ziggy's (PvE) build in case you're interested.

Is it worth taking tactics for thugs? Thugs/Poison is very tight and it seems taking 2 powers for some extra acc is not worth it. Some say that you can save one acc slot on dmg powers and pets, but a fully slotted tactics is about +12% acc?
Some say that this is equal to a acc slot but in all your powers, is this true?
